Exercises
The Partnership held 2 multi-state tabletop exercises on February 5 and March 5, 2007. During the exercises each of the 12 states participated from their home state and interacted virtually. The goals of othe exercises was to address interstate and intrastate communications and resource sharing. The exercises culminated in a summit on April 19, 2007 where states discussed the improvement actions identified during the exercises.

Policy Meeting
The Partnership hosted a policy meeting on December 13-14, 2006 in Kansas City, Missouri to discuss Personal Protective Equipment (PPE) requirements for agricultural responders and State authorities during agricultural emergencies as well as state agricultural emergency authority challenges - such as enforcement of isolation and quarantine.
Replication and Distribution of Materials:
All materials developed by the Partnership will be replicated and distributed to State Departments of Agriculture and Emergency Management nationwide. The Partnership website is also being expanded to better support the sharing of information.
FMD Business Continuity Assessments and National
Workshop
for Animal Health Emergencies
The assessments and culminating workshop will focus on response planning, with an emphasis on minimal disruption to other stakeholders within the agricultural industry who may not be directly affected by the emergency. The Partnership is currently working with Jimmy Tickle and Barrett Slenning in North Carolina to conduct a Foot and Mouth disease continuity assessment workshop.

Personal Protective Equipment (PPE)
This project will focus on supporting PPE programs in the states and promoting interstate consistency to better facilitate resource and personnel sharing.
ICS/NIMS training
The Partnership will support Incident Command System (ICS) / National Incident Management Systems (NIMS) training for agricultural responders in both interstate and intrastate training sessions.
Emergency Planning:
The Partnership began our emergency response coordination project by conducting an initial assessment of each state's existing agricultural emergency response plans looking for best practices that all of our states could benefit from. The Partnership also looked for gaps in plans not only within states but also gaps and conflicts that exist between states plans that could result in state to state response coordination difficulties. On this project, the focus was on state-to-state coordination concerns and provide intrastate coordination benefits.
The Partnership then developed state emergency response plan templates for animal health, crop and food emergency response based upon the initial assessments. The templates were used to plan development workshops in each of the Partnership states. After the initial assessments, it was found that while most states had animal health emergency response plans in place, fewer had crop and food contamination plans. These plan development workshops were especially beneficial for states as they began developing those plans.

Interstate Coordination:
50 State Conference:
Focused on state-level needs, sharing of resources, and overcoming state preparedness and response challenges for agriculture-related emergencies. The conference was held in April of 2006.
Avian Influenza Planning:
Participated in a DHS / USDA planning session discussing additional preparations necessary to ensure adequate response capabilities for potential avian influenza outbreaks in the United States.
Shadowing Program:
Developed a shadowing program to support state sharing of information and resources through participation in joint meetings, training sessions, exercises, and responses to actual events.Additional ResourcesYou must login to access the following resource:Application for Reimbursement
Surveillance Projects:
Conducted an initial assessment to determine the current state of animal disease surveillance systems and provided recommendations on moving forward. The process was started by looking at existing systems, followed by conducting a needs assessment to develop recommendations for future systems.
